"Employment is the most important livelihood project,and the rights and interests protection of the new employment groups is an urgent issue!"This year,during the National Two Sessions,Cao Peng,a member of the National Committee of the Chinese People's Political Consultative Conference(CPPCC),chairman of the Technology Committee of JD.com Group,and president of JD Cloud Business Division,focused on the rights and interests protection of new employment groups such as courier workers.
He believes that the new business forms have become an important way for key groups and people in difficulty to find jobs and increase their income.He suggested improving the policy system to promote the development of new forms of employment,studying and formulating a flexible housing provident fund distribution system for new employment groups,exploring new models of talent training through school-enterprise cooperation,and improving the skill certification system for new employment groups in enterprises.
As we all know,with the vigorous development of platform economy and sharing economy,the scale of new employment groups such as courier workers,food delivery riders,ride-hailing drivers,and online streamers is constantly expanding.Due to the flexible employment methods,time,and relationships,this type of employment not only meets the needs of some special employment groups for flexible employment and increased income,but also becomes a"reservoir"for absorbing employment.Data shows that in 2021,about 84 million workers in new forms of employment relied on Internet platforms,and the number of flexible employment personnel reached more than 200 million.
At the same time,the continuous expansion of the scale of new employment groups has also highlighted the issue of rights and interests protection for this part of the labor group.Cao Peng believes that the construction of management systems for new business forms is relatively lagging behind.For example,the definition of different types of employment relationships at the legal level is still unclear,the top-level policy design for the development of new industries and business forms needs to be improved,and the support policies for new business forms need to be strengthened.In addition,due to the flexible employment methods,time,and relationships in new business forms,the traditional labor relations and social security systems are not fully applicable.For example,the contract signing rate of courier workers is low,the protection of labor safety and health is insufficient,and the social security payment is not timely and sufficient.Data shows that the number of labor disputes in new business forms is increasing year by year,and the confirmation of labor relations has become the focus of disputes.
"The scale of new employment groups has reached tens of millions,and improving employment quality is related to social stability and fairness and justice,"Cao Peng said.Promoting high-quality employment of workers in new business forms is an important means to narrow the gap between the rich and the poor.Solving the employment problem of this group and promoting employment equity will help consolidate and expand the achievements of poverty alleviation and promote the realization of the vision of common prosperity.
To this end,Cao Peng suggested that it is necessary to improve the policy system to promote the development of new forms of employment,accelerate the introduction of regulations or management methods for new forms of employment,and clarify the standards for different types of labor relations.Improve relevant laws and regulations and introduce supporting systems,such as occupational injury protection,algorithm regulation,salary standards,rest and vacation,labor safety,etc.It is also necessary to study and formulate a flexible housing provident fund distribution system for workers in new forms of employment.For example,study and formulate operation guidelines for the housing provident fund of new employment groups,allow the provident fund to be distributed in the form of subsidies rather than deductions,so that the workers can get more benefits.At the same time,it is suggested to give employment subsidies and tax and financial preferential policies to enterprises that have made outstanding contributions in employment absorption and social security.
Cao Peng also made suggestions on the high-quality employment of new employment groups from the aspects of talent training models and skill certification."It is suggested to explore new models of talent training through school-enterprise cooperation,give full play to the advantages of colleges and enterprises,and deepen the integration of industry and education.For example,build modern logistics colleges,intelligent supply chain colleges,etc.,and explore new models of school-enterprise cooperation in training,teaching staff,curriculum,and other aspects."Cao Peng also suggested improving the skill certification system of enterprises for new employment groups,accelerating the development of new occupations and career channel design,such as developing new occupations around intelligent equipment operation,5G network maintenance,AI and robot operation.At the same time,support enterprises with training capabilities to develop training courses and provide business ability,comprehensive quality,career development and other training for workers in new forms of employment,and strengthen the cultivation of enterprise skill level certification.
